20 Years in Malaysia With No Minimum Stay: Meet the Premium Visa Programme

Amid the bustle of MIHAS 2026, one booth caught attention for offering something quite different from a typical trade show: the chance to live in Malaysia for 20 years. This isn't a product or export service, but a government residency programme called the Malaysia Premium Visa Programme (PVIP), promoted directly by the Ministry of Home Affairs and the Immigration Department of Malaysia (JIM).

PVIP is built on the concept of "Residency Through Investment" — a scheme offering a renewable 20-year residency permit, specifically aimed at financially established foreign nationals, global entrepreneurs, and high-net-worth investors.

What sets PVIP apart from a standard long-term visa is its flexibility. Participants are granted complete freedom to reside, work, conduct legal business, invest, and study in Malaysia — without needing separate permits or local sponsors typically required under conventional work or investment visas. Even more notable, the programme enforces no minimum stay requirement — meaning participants can maintain active residency status in Malaysia while still managing their business commitments elsewhere in the world.

On eligibility, PVIP is clearly designed for serious investors. Applicants need to meet one of two pathways: a minimum onshore/offshore income of RM40,000 per month (or RM480,000 annually), or proof of net worth in the form of minimum RM1 billion in liquid assets. Additionally, there's a requirement to place a minimum RM1 million fixed deposit in a licensed Malaysian bank, along with passing a security screening from the Royal Malaysia Police (PDRM) and certification of being free from infectious diseases.

On the benefits side, the programme is fairly comprehensive. PVIP participants face no age limit to apply, are allowed to bring family members as dependents — including spouses, parents, parents-in-law, and children — and are permitted to employ foreign domestic workers. In other words, the programme is designed for investors who genuinely want to make Malaysia a long-term base for life and business, not just a temporary stopover.

To maintain the programme's sustainability, the total number of active PVIP participants is strategically capped at 1 percent of Malaysia's population at any given time — a measure that appears designed to avoid excessive socio-economic impact from a large influx of foreign investors.

So why would investors choose Malaysia over other countries offering similar programmes? PVIP's promotional materials highlight several factors: a strategic location at the heart of ASEAN with easy access to regional markets, investment opportunities across sectors ranging from digital technology, semiconductors, financial services, energy, healthcare, and education to logistics, the halal industry, and the green economy, a comfortable quality of life with modern facilities, an increasingly skilled workforce ecosystem open to foreign talent, strong international connectivity, a business-friendly environment, exclusive tax incentives under a new 2026 incentive framework, and a relatively low cost of living compared to Western countries and regional neighbours.

PVIP's presence amid a halal industry exhibition like MIHAS 2026 isn't a coincidence either. The halal industry is explicitly listed as one of the investment opportunity sectors in the programme's promotional materials — a signal that the Malaysian government sees halal-sector investors as a relevant target for this kind of residency programme, in line with Malaysia's broader ambition to become the centre of the global halal economy.

For those interested in applying, the PVIP application process can't be done just any way — applicants need to go through an officially registered agency authorised by the Immigration Department of Malaysia. Full information on application guidelines, eligibility requirements, and the list of authorised agencies is available through the MyGovernment Portal for non-citizens, or by contacting the Immigration Department directly through the email and phone channels provided. Given the fairly high financial requirements, prospective applicants are advised to consult an authorised agency early on so the document verification process runs more smoothly.

Moslem Journey will continue following Malaysia's investment and residency policy developments relevant to halal industry players. Stay tuned for full coverage.
